This is the part of UK law that surprises people most, and it explains a lot about how escorting in London actually works. Selling sex is legal. Paying for it is legal. Two women working from the same flat is a criminal offence, and the offence falls on them.
Nothing here is legal advice. It is a plain description of the rules that shape how bookings on this hub are arranged, and why. Our guide on whether it is legal to see an escort in the UK covers the wider picture.
The rule
Under the Sexual Offences Act 1956, keeping a brothel, managing one, or assisting in its management is an offence. A brothel, for these purposes, is premises used by more than one person for prostitution.
Two things follow, and both catch people out.
The first is that no money has to change hands between the two women, and neither has to be in charge of the other. Sharing the address is enough. There is no organiser to prosecute and no exploitation involved, and it is still an offence.
The second is that they do not have to be there at the same time. The courts have held that premises can count as a brothel where two people use it on different days, or in shifts, or in any arrangement where more than one person works from it. Splitting the week does not solve it.
One person working alone from premises is not a brothel. That is the position nearly every incall in London relies on, including the ones on this hub.
Why it matters more than it sounds
Because the safest way for a woman to see strangers alone is not to be alone.
Two escorts sharing a flat can check on each other, agree signals, hold each other’s bookings in a diary and be in the next room when something goes wrong. That is the arrangement the law removes. What it leaves is a woman on her own in a flat with a man she has never met, which is precisely the situation everyone says they want to prevent.
This is not a fringe complaint. It is the most commonly raised criticism of the law from people who work under it, and it is why so much of the safety advice for escorts is about substitutes for having someone in the next room. Our guide on screening clients covers what those substitutes look like in practice.
What it means for duo bookings
A duo is two escorts seeing one client, and twenty nine escorts on the hub offer them. Read alongside the rule above, the arrangement makes sense: duos are nearly always an outcall, to a hotel or to your own address.
That is not a preference about comfort. It keeps the booking away from anybody’s home address, which is the thing the law treats as premises. Our guides to duo bookings and booking at a London hotel cover how those evenings are set up.
It also explains a question clients ask often, which is why a duo needs more notice than a single booking. Three diaries, one venue and a journey each way is simply a bigger thing to arrange.
What it means for you as a client
In England and Wales, paying for sex between consenting adults is not an offence, and visiting an escort at her flat is not one either. The brothel offences are aimed at the person keeping or managing the premises, not the person who knocks on the door.
There is one offence that does apply to you, and it applies whether or not you knew. Paying for the sexual services of someone who has been forced, threatened or coerced by a third party is a criminal offence in itself, and ignorance is not a defence. That is the single strongest reason to book from a directory that checks, and to walk away from anything that feels wrong. How we verify sets out what we check before a profile goes live.
Other things that are offences: soliciting in a public place, kerb crawling, and controlling another person’s work in prostitution for gain. None of them describe an ordinary booking made by phone from a directory.
Elsewhere in the UK
The rules above are England and Wales. Scotland handles soliciting differently. Northern Ireland has gone further and made paying for sex an offence in itself, which reverses the position entirely for anyone booking there.
Everything on this hub is London, so England and Wales is the law that applies, but it is worth knowing the country is not uniform.
The short version
One escort, one address, entirely lawful. Two escorts, one address, an offence, even where nobody is exploiting anybody and the only motive is not being alone with a stranger. Duos happen at hotels for that reason, not by preference.
If you are working out how the rest of it fits together, is it legal to see an escort in the UK is the place to start, and safety covers what both sides of a booking can do about it.
