Yes. In England, Wales and Scotland it is legal to pay an adult escort for her time and companionship, and what two consenting adults choose to do in private is their own business. The law targets the harm around sex work instead: soliciting in public, kerb crawling, brothel keeping, exploitation, and anything involving someone under 18. What the law allows
In England and Wales, selling and buying sexual services between consenting adults in private is not in itself a crime. An escort can work on her own from her own place or visit clients, and a client can book her. Escort agencies that arrange time and companionship operate openly. Scotland takes a similar approach, with its own laws on soliciting in public and on brothels.
What is against the law
- Kerb crawling and soliciting in public. Asking for sexual services in a street or public place is an offence for the buyer, and persistently loitering or soliciting in public is an offence for the seller.
- Keeping a brothel. Running, managing or helping to run premises used for sex work is an offence. In law, a brothel can be premises where more than one person sells sex, even if they work separately.
- Controlling someone else’s sex work. Causing, inciting or controlling another person’s sex work for gain is an offence.
- Paying for sex with someone who is being exploited. It is an offence to pay for sexual services from someone who has been forced, threatened or deceived by another person, and it applies whether or not you knew.
- Anyone under 18. Paying for sexual services from a person under 18 is a serious offence, whatever age they claim to be.
- Cards in phone boxes. Placing adverts for sexual services in or near public phone boxes is an offence.
Northern Ireland is different
Since 2015, paying for sexual services has been a criminal offence in Northern Ireland. If you are there, the rules above don’t apply in the same way, and paying for anything beyond time and companionship can lead to prosecution.
Escort agencies and the law
An agency that introduces clients to adult companions can operate legally. What it cannot do is control an escort’s sex work for gain, run a brothel, or exploit the people it works with. A reputable agency is open about who it is, lists its escorts with their own rates, and works with adults who have chosen to work with it. How to stay within the law
- Book privately, by phone or WhatsApp, and never approach anyone in the street.
- Make sure the person you meet is clearly an adult. If you have any doubt about her age, don’t go ahead.
- Look for signs that she is working freely: she speaks for herself, nobody is watching or directing her, and she seems at ease.
- Walk away if something feels wrong, such as someone else doing all the talking, signs of fear, or a place that feels controlled.
- Deal with the escort or a genuine agency directly. Everyone listed on London Escorts Hub is 18 or over.
